I was asked by a client how she could change the default font size of her footnotes. To set the default font size for footnote text, on the Home ribbon, in the Styles group, there is a small square button in the bottom right corner below the Change Styles button – the dialog box launcher. Click that button, or press its shortcut combination Ctrl+Alt+Shift+S. To permanently change the default font in Word, navigate to styles section and click the Change Styles drop down and select Fonts option from the menu option. Now select your desired Font either from the Built-in fonts or by creating new themes fonts. After selecting the font click the Set as Default available as part of Change Styles menu option. This would set the font as the default one when you create a new document.

I'm having this effect on a new notebook that I've set up from scratch with Windows 10 and Office 2019. No restore from backups or anything. So no old/defect stuff in %APPDATA%.

I doubt my problem has anything to do with my style settings. As I said, the machine is freshly set up. The only change to the normal style that I've made is changing the default font from Calibri to Arial. The default paragraph font is now Arial, and the style for the following paragraph is Normal (as it should be). And when I reapply the Normal style, the font goes back to Arial. None of my styles has Times New Roman as the font. Also, the same happens with a new 2nd user on the same machine that still has the default Normal style with Calibri. And it also happens after I delete normal.dot.

Thanks for the styles documentation links. I use and know Word styles a lot since like forever. So I'm familiar with the topic.
