Skyrim No Fire Effect Fix

I'm not sure if this could be causing the problem. I also forgot to note that the fire spell doesn't have any fire effects as well. Anyways, having no fire effects isn't necessarily a game breaking bug, I think I could live with it, but it's rather annoying to see light coming from an item without a flame. As the title and the pictures indicate, I am having (and BEEN having) an issue with light sources in my game. Im using ELFX, and Somber Dreams ENB. Im also using Crash Fix Plugin and the odd thing is, Ive noticed that when I remove the d3dx942 file that comes from that, things look a little bett.

Resist Fire is an effect in The Elder Scrolls V: Skyrim gained from a spell, a potion, or a piece of armor. The effect decreases the amount of damage taken from fire. Resist fire, like all resist elements is capped at 85%.
Dunmer are 50% resistant to fire and Flame Atronachs are immune to fire damage.

Potions and poisons with this effect may be created at Alchemy Labs or purchased from alchemist merchants. The strength of the effect is determined by the Alchemy Skill of the alchemist that brewed the potion.

- Resistances are capped for the fact of not breaking the game like what happened in Oblivion with the Damage Reflection items.
Fire Effect Download
Your Skyrim game doesn't have any sound effects? This fix is for you. The reason it does that is simple but the explanation not much so. Most likely, you have Skyrim installed outside of your main drive or perhaps even on an external HDD. Many games including AC: Unity and AC: Origins simply cannot load sound files stored outside of the main drive.
The fix is simple, we're gonna move the sound files to the main drive and create a symbolic link.
*1. First of download and install Link Shell Extension which can be found here http://schinagl.priv.at/nt/hardlinkshellext/linkshellextension.html
*2. Navigate to your Skyrm/Data folder and look for a file named Skyrim - Sounds.bsa. Copy this file and paste it somewhere on your main drive.
*3. Delete Skyrim - Sounds.bsa from the Data folder
*4. Go back to where you copied Skyrim - Sounds.bsa on your main drive. Right click on it and you should see an option that says 'Pink Link Source'. Click that.
*5. Go back to your Skyrim/Data folder. Right click anywhere and choose 'Drop As' and then 'Symbolic Link' You will see your sounds file with a shortcut symbol. You know it works when you do.
Et voila! Your issue should be fixed. What we did is very simple. We kept most of the game files in the same location but moved the sound files to the main drive where Skyrim likes them to be. We then created a link so your Skyrim game can go and get these files in the main drive.
This works for the standard and Special Edition.
